REQUEST FOR INFORMATION / MARKET CONSULTATION
Procurement Lifecycle Management Solution
Senate Properties (“Senate”) is a state enterprise responsible for managing the Finnish government’s real estate assets and providing workplace and facility services. As part of the development of its procurement function, Senate initiates a market consultation to explore system solutions supporting procurement lifecycle management. The objective is to develop the overall procurement framework and improve its governance, transparency and data-driven management. The preliminary review will focus on the following areas:
• Supplier Management
• Procurement Management (Sourcing Pipeline)
• Tender and eTendering Management
• Procure-to-Pay (P2P), including invoice automation
• Contract Lifecycle Management
The solution is reviewed as a modular entity. Suppliers may respond to the RFI for the entire scope or for one or more individual modules.
A potential future procurement may be conducted as an EU-threshold public procurement.
This RFI does not constitute a contract notice or an invitation to tender. Responses are nonbinding and will not be used for supplier selection. Senate will not compensate suppliers for any costs incurred in responding to this RFI or participating in the market consultation. Senate reserves the right to suspend, modify or discontinue any potential procurement inr whole or in part.
This market consultation is conducted in accordance with the Finnish Act on Public
Procurement and Concession Contracts and Article 40 of Directive 2014/24/EU.

Responses must be submitted by 11.03.2026 at 16:00 (EET) to [email protected].
Senate may publish anonymised questions and answers to all parties that have reviewed the RFI and may organise supplier-specific discussions or system demonstrations based on the responses received.
