This EU prior information notice (PIC) is not a procurement notice or an invitation to tender, but rather a market survey and a request for information (hereinafter "RFI"). The publication of the prior information notice does not initiate a bidding competition. A procurement notice and an invitation to tender may be published later. The publication of the RFI does not obligate the contracting entity to carry out the actual procurement. Responding to the RFI is not a requirement for participation in any potential future bidding competition.
The procurement is part of the RescEU project and is being prepared by the National Emergency Supply Agency (hereinafter "NESA") together with the Radiation and Nuclear Safety Authority (hereinafter "STUK").
The purpose of this Request for Information (RFI) is to identify and assess current technologies, suppliers, and solutions related to remotely operated ground and aerial platforms, optionally equipped with ionizing radiation measurement devices. This information will support the planning and preparation of a potential future procurement.
According to preliminary estimates following quantities will be procured between 2025 and 2026:
- at least 10 unmanned ground vehicles (UGVs) for CBRN detection
- at least 20 unmanned aerial vehicles (UAVs) for CBRN detection
The procurement process is tentatively scheduled to begin in September-October 2025.
The RFI seeks to:
- Understand the current capabilities and limitations of available systems;
- Collect technical, operational, and commercial information;
- Engage with vendors potentially interested in participating in future tenders;
- Explore the integration of artificial intelligence (AI)/machine learning (ML)-based features and cybersecurity measures;
- Assess readiness for field testing under simulated CBRN or radiological conditions.

NESA and STUK requests potential suppliers to contact and give more information as described in the RFI attachment file. Potential suppliers may provide information on ground platforms, aerial platforms, or both, with optional radiation measurement equipment.
