As part of the RescEU project, the National Emergency Supply Agency (hereinafter "NESA") is preparing the procurement of thyroid monitors (one type of monitor) used to measure contaminated persons in the target area after a nuclear/radiation accident by detecting the radioactive iodine accumulated in the thyroid gland.
This procurement description presents an overview of requirements and characteristics for operational environment conditions for a thyroid monitor as part of the rescEU stockpiling project funded by the European Commission, which is to be implemented in Finland. Exact technical requirements are defined in the requirements appendix.
The utilization of the thyroid monitors being purchased will be screening of I-131 accumulated in a human thyroid in a radiological or nuclear emergency situation. The monitors will be used in the field at the crisis area. The monitors are intended for professional use by the competent authorities and their supporting actors in all weather and environmental conditions. The objective is to be able to efficiently and reliably screen large amounts of people of all age groups exposed to radioactive iodine. The hypothetical crisis-inducing event that would result in the deployment of the equipment stock could be anything from a nuclear power plant accident to a strategic nuclear strike.
Portable thyroid monitor will be procured in a total quantity:
60 pcs
Option for 10 pcs.
