THIS IS NOT A PROCUREMENT NOTICE OR A REQUEST FOR PROPOSAL, BUT A PRIOR INFORMATION NOTICE (PIN).
The purpose of this Prior Information Notice (PIN) is to gather preliminary insights into available solutions that meet the needs of the Finnish government's digital learning environment and to collect information that will help shape the procurement process to ensure it is as effective and efficient as possible.
This PIN is not a call for tenders, and no bids can be submitted in response. However, we encourage you to submit any clarifying questions or comments by November 8, 2024 to email address: [email protected].
Responding to this PIN does not commit the supplier to participate in any future procurement processes, nor is it a prerequisite for participating in the actual tender process. Responding or not responding to the Request for Information does not prevent participation in the upcoming competitive tendering and negotiations, and responses will not influence the supplier’s standing in the tendering process.
eOppiva is a globally unique digital learning environment that serves all Finnish government employees and organizations, as well as the broader public administration. The platform currently has around 40,000–60,000 active users from over 180 organizations.
The Finnish government is now procuring a modern, user-friendly, and cost-efficient digital learning environment (LMS) to support skill development across these organizations. The solution should enable the creation, distribution, and management of training content for both individual and shared use, facilitating collaboration between government bodies.
The digital learning environment will be delivered as a SaaS solution, and the system must comply with high standards for data security, user management, and integrations with existing systems. Key requirements include scalability, support for multiple languages (Finnish, Swedish, and English), and accessibility. The system should also offer easy-to-use tools for producing and managing diverse learning content, including multimedia and interactive elements, as well as capabilities for learning path creation and course versioning.
The procurement seeks a long-term partnership with a provider experienced in agile development, ensuring continuous system improvement to meet evolving needs.
