Kuvaus
This framework agreement covers the provision of charter flights for passengers and cargo to customer-specific destinations and in accordance with customer-specific timetables. The flights may be regular or non-recurring. The framework agreement does not cover air transport services provided with helicopters.
Charter flight services shall fulfill the regulations of the European Union’s mandatory legislation and of mandatory Finnish laws and decrees as well as regulations issued by the Finnish authorities.
The framework agreement is divided into three (3) lots:
- LOT 1 Small Business Aircraft
- LOT 2 Large Passenger Aircraft
- LOT 3 Cargo Charter.
Tenderer may submit a tender for one, two or all three lots. Other kind of partial tenders are not accepted.

THE SCOPE OF THE CALL FOR TENDERS
Appendix A "Customers and destinations" of the Call for Tenders indicates the customers who are entitled to use the framework agreement, the possible destinations during the agreement term and the estimated number of flights per year.
The lots 1 and 2 of the framework agreement are covered by the Government Decree on Joint Procurement in Central Government (765/2006) and the Ministry of Finance Decision on Joint Procurement by the Central Government (766/2006). According to these regulations, government agencies and institutions of the state budget economy shall, in principle, use centrally procured contracts.
