Finnvera Plc purchases Independent Environmental and Social Consultants (IESC) services annually, and the intention is to consolidate these orders under a framework agreement. The goal is to acquire high-quality IESC services through the framework agreement. Our main sectors are ships, forestry (pulp & paper), mining and metals, energy and telecommunication. Most of the ESDD work required is focused on the mining and metals, forestry or energy projects.
Finnvera Plc starts with this request for information/market survey concerning the procurement of Environmental and Social Due Diligence (ESDD) Assesments, Climate Change Risk Rewiews, and Advisory Services. This is an advance notice involving a survey of the market and potential suppliers. The purpose of this advance notice is to inform suppliers of a preliminary market survey and possible tender and collect information for mentioned supply. This announcement is not an invitation to tender nor neither a procurement announcement. Replying or failing to reply to this advance notice does not prevent participation in any call for tenders. The information given in this announcement is preliminary and may change as preparations progress.

The object of the procurement is Environmental and Social Due Diligence (ESDD) Assesments, Climate Change Risk Rewiews, and Advisory Services therefore Finnvera is seeking potential tenders from qualified global consultant firms to provide Environmental and Social Due Diligence (ESDD) assessments or ESDD focused on a specific issue or standard. The scope may also include project E&S monitoring services or reviewing climate change risk assesments, auditing emissions calculations, and evaluating compliance with the UN Guiding Principles on Business and Human Rights. In addition, the successful candidate will provide advisory services related to human rights due diligence, as well as review the alignment of projects with the Paris Agreement on Climate Change and the Kunming-Montreal Global Biodiversity Framework.
Scope of Work:
The consultant will be expected to complete the following tasks (1-7). Finnvera recognizes that a single firm may encounter challenges in fulfilling all the tasks specified in the scope of work. Therefore, we encourage consulting firms to submit proposals for the sections they are capable of undertaking, even if it is only one section, in their final request for quotation.
1. Environmental and Social Due Diligence Assessments:
- ESIA compliance
- Benchmarking international standards (IFC PS/ WBG/IFC PS Guidelines, relevant sector specific standards or guidelines) and
- Compliance to national legislation and environmental and social requirements
- Compliance gap analysis or “red flag” analysis
- ESDD report including ESAP (ES Action plan)
- (Human rights DD when applicable)
- Site Visit (when applicable)
2. E&S monitoring
- Monitoring project E&S compliance to the applicable standards
- Monitoring of the Environmental and social Action Plan progress
- (Monitoring site visit, when considered necessary by Finnvera)
3. Climate Change Risk Assessment Review:
- Review and evaluate Project climate change risk assessments
- Ensure that climate change risks are appropriately identified and addressed within the context of the projects
4. Emissions Calculations Review:
- Audit and verify emissions calculations for ongoing or upcoming projects to ensure accuracy, transparency, and alignment with international
standards.
- Provide recommendations for improving emissions management and mitigation strategies. Knowledge of EU taxonomy is considered a benefit
5. Advisory Role in Human Rights Due Diligence/UN Guiding Principles for Human Rights Compliance Evaluation:
- Assess compliance with the UN Guiding Principles on Business and Human Rights
- Identify any human rights risks or gaps and recommend corrective actions to mitigate such risks
- Provide expert advisory services on human rights due diligence in the context of ongoing or new projects
- Advise on implementing and improving human rights frameworks and processes
6. Paris Agreement Review:
- Assess the alignment of projects with the goals and frameworks of the Paris Agreement on Climate Change
7. Kunming-Montreal Alignment Review:
- Evaluate project alignment with the Kunming-Montreal Global Biodiversity Framework
