Finnish Customs invites interested suppliers to take part in a market survey regarding the procurement of portable FTIR instruments based on infrared spectroscopy and portable mass spectrometers that are suitable for official use in field conditions. The instruments will be used for field identification of chemical substances as part of Finnish Customs' enforcement activities.
Please note that the object of this market survey is to gather information about the instruments available on the market. Through this market survey, the procurement unit hopes first and foremost to obtain instruments from suppliers for trial / test use but also invites possible tenders to take part in consulting the procurement unit before the procurement procedure.

A) Portable FTIR instrument
- Based on infrared spectroscopy (FTIR)
- Portable or handheld model, suitable for fieldwork by a single user
- Suitable for analyzing solid, liquid, and possibly gaseous samples
- Includes an internal substance library and enables identification without internet connection
- Battery-powered
- Manufacturer's maintenance and support services in Finland or within the EU
B) Portable Mass Spectrometer
- Suitable for mobile use in field conditions
- Identifies solid and liquid substances
- Automatic substance identification
- Battery-powered
- Manufacturer's maintenance and support services in Finland or within the EU
In procurement process following this market survey suppliers may tender only one instrument or both.
We kindly ask suppliers announcing their interest to provide the following information via email:
- Technical specifications of the device models and any available product brochures
- Descriptions of operational features
- Information about software and data security
- Estimated delivery time (during agreement period)
- Indicative price or price range
- Available maintenance and support services
- Availability for test use in October
- Possibility to create user libraries and/or modify the existing stand-alone in-house libraries
- Comprehensiveness/coverage of the libraries (C, E) provided by instrument manufacturer
A) Portable FTIR instrument
- IR measurement type (eg. transmittance, reflectance, ATR etc.) and crystal type (eg. diamond, Ge, ZnSe)
- Measurement wavenumber range
- Detector type and wavenumber resolution (eg 4 cm-1, 8 cm-1)
- Can common commercial ATR libraries be used?
B) Portable Mass Spectrometer
-Mass spectrometry type (eg. iontrap, quadrupole)?
-Ionization technology type?

-If chromatography, how is it used in identification?

The trial period for test use is expected to take place in late October. The instruments are requested to be made available for testing for a minimum of one week during that time. The Procurement unit will not provide any compensation for the test use of the instrument. The objective of the trial use is to assess the suitability of the instruments for official use in field conditions, their usability, technical features, and identification capabilities.
In a situation where the procurement unit receives a large number of responses to this request for information, the procurement unit reserves the right to limit the number of devices selected for testing. However, the procurement unit will take all responses submitted to the request for information into consideration when preparing of the procurement.
The market survey does not bind the suppliers. Suppliers do not receive compensation or advantage for participating to this market survey.
Suppliers must announce their interest in the technical dialogue / market survey and deliver the materials requested no later than 31.8.2025.

The preliminary timetable for the procurement is 1/2026 – 06/2026. Estimate does not bind the Procurement unit. The Procurement unit is not committed to carrying out the procurement procedure despite this request for information.
