DISCONTINUATION OF PROCEDURE REGARDING THE TENDER PROCESS FOR
CARBONIZATION AND ACTIVATION UNIT, Reg. no. 16/206/2025.
Grounds for discontinuation:
According to the Act on Public Contracts (1397/2016) and its section 125 §, the tender process
can be discontinued for a real and well-grounded reason. The contracting entity has discontinued the tender process on 9.5.2025 by the discontinuation decision, which has 9.5.2025 notified via tendering portal to the interested parties.
After the award decision, the contracting authority found that the request for tenders contained material errors and lacked clarity concerning the reference criteria. The comparison of tenders was therefore not fair
to all tenderers, because the comparison criteria were not described in sufficient detail in the
invitation to tender.
The terms of the request for tenders did not, for example, indicate how and which references were
considered minimum requirements, nor what was taken into account in the quality criteria. As a
result, the tenders have not been comparable. After careful consideration, the contracting authority has assessed that, due to the significant errors identified in the request for tenders, it has no option but to cancel
the procurement procedure and initiate an entirely new tender process according to the Public
Procurement act, section 125. For the sake of clarity, it is stated that the errors could not be
corrected in any other way than by publishing a new, revised request for tenders.
Based on the reasons mentioned above, VTT has had real and justified reasons to suspend the tender
competition. This decision does not have a discriminatory effect on candidates or tenderers, but
under these circumstances, ensures the equal and non-discriminatory treatment of all tenderers.
VTT is going to publish new tendering procedure soon.
THE OBJECT OF THE TENDER
The object of the tender process is a carbonization and activation unit.
Continuously fed carbonization and activation unit built into a sea container. The preferred pyrolysis technology is a rotating kiln. The unit is suitable for both carbonization and activation with maximum temperature at least 900 degrees Celsius. Activation should be possible with both steam and CO2. Full system including continuous feeding and cooled product removal. The preliminary budget for the whole system is 285 000 euros (VAT 0 %). Automation and emergency shutdown systems are outside the scope of this tender and will be acquired separately.
