The City of Mikkeli invites stakeholders to a market dialogue to discuss the development of the decommissioned Kenkävero wastewater treatment plant area for tourism, leisure, and business purposes.
This invitation/announcement is not a request for tenders, and no tenders will be accepted based on it. It is also not a public procurement process under the Procurement Act or procurement directive, but rather a land allocation process. A public competition will be organized for the land allocation, following the processes and principles of public procurements. The land transfer competition will be conducted as a competitive negotiation procedure after the comments and interaction gathered during the market dialogue.
Description of the Development Area
The old wastewater treatment plant in Mikkeli was built in 1960 on the shores of Lake Saimaa, at Kenkäveronniemi in Mikkeli. The site is one of the most scenic building locations in Mikkeli – located near the historic Kenkävero manor, within a short walking distance from the city centre.
The land area of the decommissioned wastewater treatment plant will be transferred to an entity or consortium committed to developing and commercially utilizing the area during 2025. The development area covers approximately 7 hectares. The city has commissioned property valuations for the site, which determine the transfer price. The city has also initiated a detailed zoning process, including a participation and assessment plan. The completion of the detailed zoning process will be resolved as part of the land transfer competition.
The allocated area, bordering Lake Saimaa, Highway 5, Pursialankatu, and the scenic fields of Kenkävero, will serve as a future attraction in Mikkeli. It will become a central hub and gateway to services available 24/7 and throughout the year.

We invite parties interested in developing the area to register for the market dialogue with the City of Mikkeli. Negotiations will be held on a one-on-one basis, with each party allocated 2 hours. The market dialogues can be conducted via Teams or in person in Mikkeli. The content of the negotiations will be confidential, and any matters brought up by companies or consortia will be treated as trade secrets.
To register for the negotiations, send an email to [email protected] no later than March 15, 2025. Please include the text “Development of the Kenkävero Area” in the subject line of the email. The negotiations will be held during weeks 12, 13, and 14.
