The Interact Programme is inviting interested experts to submit proposals for conducting a strategic assessment of the digital tools maintained by the Interact Programme, i.e., Index, interreg.eu. and keep.eu.
The purpose of this assignment is to develop a comprehensive understanding of how Interact’s digital tools currently support Interreg programmes and other stakeholders, and to identify opportunities to strengthen their contribution, coherence and future development in response to evolving needs and the changing policy and digital environment. In addition, the findings of this assessment will contribute to the Impact Evaluation of Interact IV to provide an overall evaluation of Interact’s portfolio.
In order to respond to this call for tenders, interested experts must demonstrate their capacity to combine knowledge of Interreg and EU cohesion policy with expertise in digital service evaluation, data ecosystems, interoperability, overall experience, and suggested approach to carrying out the assessment in view of the specification presented in this Terms of Reference.
Interact maintains several digital tools, with the following three subject to this assessment: Index, interreg.eu., and keep.eu.
1. The purpose of this assessment is to develop a comprehensive understanding of how Interact’s digital tools currently support Interreg programmes and other stakeholders, and to identify opportunities to strengthen their contribution, coherence and future development in response to evolving needs and the changing policy and digital environment. In addition, the findings of this assessment will contribute to the Impact Evaluation of Interact IV to provide an overall evaluation of Interact’s portfolio.
2. This assessment shall look at how the select Interact digital tools currently support their intended functions and users, and what opportunities exist to further strengthen their efficiency, technological readiness and future development.
3. Tools and methods for this assessment should be specified by the tenderers in their offers. The proposed approach should be suitable and proportionate to the objectives of the assignment and should enable the tenderer to provide evidence-based answers to the assessment questions and practical options for the future development of Interact’s digital tools.
The assessment should be sufficiently detailed to support strategic decisions on modernisation and future development. The assignment is not expected to include source code review, cybersecurity testing, detailed technical design of future systems or preparation of technical specifications for their implementation.
