Kymenlaakso Rescue Services is preparing the procurement of an Unmanned Surface Vessel (USV) as part of the DIGIMARIS project. The vessel is intended primarily for oil spill response in coastal areas and for other rescue and emergency response operations.
Based on the previous market dialogue and procurement preparation, a draft of the technical and functional minimum requirements has been prepared. In this final review, manufacturers and technology suppliers are invited to assess the requirements before the formal procurement procedure is launched.
Feedback is requested in particular on the following matters:
• Are the requirements technically feasible and achievable with solutions currently available on the market or capable of being delivered?
• If a requirement cannot be met, please identify it by its requirement ID and briefly explain why it cannot be fulfilled.
• Where possible, please propose alternative wording or a technical implementation method that would achieve the objective without unnecessarily restricting competition.
• Please indicate whether the planned pricing model for purchase, leasing, maintenance or telecommunications services contains structural issues that may prevent submission of a tender or make mandatory costs insufficiently clear or comparable. Prices are not requested at this stage.
Please enter all comments directly in the attached Excel file “Final Review of Technical Requirements Prior to Tendering”, on the worksheet “USV Minimum Requirements”, in the column “Description (Respondent to fill in)”. Each comment should refer to the relevant requirement ID. The completed Excel file must be submitted through the designated section in Cloudia.
The deadline for submitting comments is 2 November 2026 at 12:00 (Finnish local time).
There is no need to complete tender forms, provide prices or prepare a tender at this stage. The purpose of the review is to identify requirements and pricing structures that may unnecessarily restrict competition or prevent technically suitable solutions from participating in the subsequent tender procedure.
This is a preliminary market consultation carried out as part of the procurement preparation. It is not a contract notice or an invitation to tender. Participation or non-participation will not affect a supplier’s position in any subsequent tender procedure. Feedback provided during the market dialogue is not binding on either the respondent or the contracting authority.
The contracting authority may request clarifications or arrange supplementary discussions where necessary. Suppliers will be treated equally and without discrimination, and conclusions relevant to the procurement will be documented as part of the procurement preparation.
