The Interact Programme is inviting interested service providers to submit proposals for the hosting, maintenance, technical support and further development of Index, the Interreg Data Exchange online platform.
The purpose of the procurement is to ensure the continued secure and reliable operation of Index throughout the contracting period, as well as allow the necessary technical adaptations and further development of the platform in response to the needs identified by Interact and participating programmes.
To respond to this call for tenders, interested service providers must demonstrate relevant technical expertise and capacity to host, maintain, support and further develop a secure web-based data exchange platform in view of the specification presented in this Terms of Reference.
Index as a pilot was launched with the aim to support cross-programme data exchange. It helps Interreg programmes to identify synergies and avoid duplication at the application and assessment stage.
To support programme work, Index is currently being extended with AI-powered capabilities: generating automated project summaries, supporting relevance assessments, visualising project contribution to the EU Strategy for the Adriatic and Ionian Region, as well as helping to spot partner and thematic overlaps. The pilot phase involves 21 Interreg programmes. Due to data sensitivity, Index is available only to programme users that have committed to share data.
The scope of the services covers the continued hosting, maintenance, technical support and further development of Index for the duration of the contract. The service provider shall ensure that all existing features and functionalities remain operational and available throughout the contracting period.
The service shall also accommodate the onboarding of additional Interreg programmes and, where requested by the contracting authority, agreed technical or functional developments to Index. The solution must remain flexible and maintainable, and all development work shall follow recognised industry best practices.
The service provider shall keep the technical documentation and user manual up to date throughout the contract period.
All terms, conditions and requirements applicable to this procurement are specified in the Terms of Reference for the Interact INDEX, this Invitation to Tender, and its annexes.
The working language of the Interact programme is English and all communication within the scope of this call for tenders and stemming from it will be carried out in English.
