Description of the procurement
South-Eastern Finland University of Applied Sciences Ltd (hereinafter Xamk) requests tenders for expert services required by the project Growth from Modern Air Traffic to Eastern Finland. The project is funded by the Regional Council of Uusimaa and runs from 1 January 2024 to 31 December 2026.
The expert study must be completed no later than 30 November 2026.
Introduction
The project will propose an air transport partnership model for Eastern Finland to accelerate the launch and expansion of commercial air transport in the region. The focus is particularly on air transport using aircraft suited to low traffic volumes.
As a basis for building the partnership model, a study on air transport funding and cooperation models will be carried out.
The following studies have been carried out as part of the project and are available to support this study: a study on GNSS interference, a needs and profitability study on ambulance flights, and a study on air navigation services.
The purpose of this procurement is to obtain an expert study that supports the development of a practical air transport partnership and funding model for Eastern Finland. The study will combine international benchmarks, relevant legislation, stakeholder input and recommendations for implementation after the project period.
Objective of the work
Scope of the study
The study should answer at least the following questions:
How can the launch of air transport services and the establishment of regular connections be facilitated?
What the critical success factors and operational requirements are?
How air transport services are typically supported and funded?
What kind of partnership models are typically used to support and fund flight connections?
What are the roles and responsibilities of stakeholders, such as tourism organisations, owners, regions, airlines and airports, including responsibility for selling flights to customers and bearing the financial risk under different business models?
How legislation affects and limits the possibilities to support and fund air transport?
The study should cover how to generate passenger air transport and explain which business models could be considered to develop long term solutions for connections and passenger flows.
The study should provide international benchmarks, case examples and examples of airline offers. It is therefore essential that the tenderer has hands-on experience in arranging flight connections and support for new routes, as well as extensive international networks in the aviation industry.
The work includes interviews, workshops and seminars to involve local stakeholders and decision makers and to support the best possible outcome.
Relevant earlier studies from Finland and comparable markets should be included as attachments or references.
Required outcomes
A published study report on funding models, including recommendations for the future development of air transport in Eastern Finland.
A proposal for a partnership model for the implementation and financing of air transport, to be used where relevant after the end of the project.
