This procurement concerns the engagement of one or two experts to support the National Cybersecurity Center of the Dominican Republic (CNCS) in assessing vulnerabilities and resilience within the country’s telecommunications environment and strengthening national capacity to conduct future assessments and manage related risks. The assignment combines a practical, risk-based assessment with embedded capacity building and knowledge transfer.
The assignment will be implemented primarily as an on-site secondment in the Dominican Republic, with a maximum duration of 120 person-days over approximately six months, of which up to 30% may be delivered remotely. It may be delivered by one expert or two complementary experts and may additionally include up to 15 person-days of organisational backstopping support from the experts’ home organisation. The assignment is expected to commence in January 2027.
HAUS Finnish Institute of Public Management Ltd implements this procurement on behalf of the Finnish Digital and Green Transition (FDGT) project. Through FDGT, HAUS mobilises Finnish expertise to support the digital development of public institutions in Africa, Asia, Latin America and the Caribbean through targeted expert secondments. These assignments provide a practical platform for applying Finnish know-how in international public-sector contexts while building professional networks and institutional partnerships with local stakeholders. Finnish experts may represent public sector organisations, private sector entities (from individual entrepreneurs to larger firms), or civil society organisations.
The assignment supports the Dominican Republic’s efforts to strengthen cybersecurity and the resilience of critical telecommunications infrastructure. Working with CNCS and relevant national stakeholders, the expert(s) will conduct a practical vulnerability and resilience assessment, identify priority risks and capability gaps, and develop actionable recommendations while transferring practical expertise to Dominican counterparts.
The secondment provides Finnish organisations with a relatively low-risk opportunity to gain first-hand experience, establish local networks and explore a new market. The expert(s) will work with CNCS as an established public-sector host and local counterpart, while the contract is concluded with HAUS and the main assignment-related costs, including expert remuneration, flights, accommodation and daily allowances, are covered under the agreed contractual arrangements. The Caribbean, and the Dominican Republic in particular, is receiving increasing attention in EU cooperation related to digital connectivity and infrastructure. The assignment can therefore provide a practical entry point for building relationships and market understanding that may support future institutional cooperation and business opportunities in the Dominican Republic and the wider region.
HAUS handles the contracts and payments for the assignment. CNCS will act as the host organisation and principal technical counterpart, coordinating access to relevant institutions and stakeholders and supporting the assessment and validation of its findings.
