This procurement concerns the engagement of a service provider to mobilise two experts to support the design of a multi-year programme on digital transformation in Nepal. The assignment focuses on developing a comprehensive Programme Document that defines the strategic priorities, implementation approach, and results framework for Finnish support to Nepal’s digital development.
The assignment will be implemented as a structured project design process combining analytical work, stakeholder engagement, and a field mission to Nepal. The work is expected to take place in August 2026 and will include a 14-day in-country mission, complemented by preparatory and follow-up work delivered remotely. The assignment may be delivered by one organisation proposing two complementary experts and may include backstopping support from the experts’ home organisation.
HAUS Finnish Institute of Public Management Ltd implements this procurement on behalf of the Ministry for Foreign Affairs of Finland. The assignment is linked to Finland’s broader objective of strengthening international digital cooperation and exploring new partnership opportunities to support Nepal’s digital transformation. Through this work, HAUS mobilises Finnish expertise in areas such as digital governance, secure connectivity, education digitalisation, and data infrastructure to support public sector development globally.
The assignment takes place in a context where Nepal is advancing its national digital transformation agenda, guided by policies such as the Digital Nepal Framework, while addressing structural challenges related to connectivity, access, and institutional capacity. Digitalisation is a cross-cutting priority spanning public service delivery, education, digital infrastructure, and economic development, creating a strong demand for coordinated and inclusive programme design.
The experts will work closely with Nepali and Finnish stakeholders to identify priority areas where Finland’s expertise can add the most value. The assignment includes stakeholder consultations, participatory workshops, and engagement with relevant Finnish institutions, private sector actors, and research organisations. The work will emphasise alignment with national priorities, inclusivity, and sustainability, including gender equality, social inclusion, and resilience to climate and disaster-related risks.
A key outcome of the assignment is a fully developed Programme Document outlining one to three priority focus areas, detailed activities, implementation arrangements, and budget. The planned programme is expected to have a duration of approximately four years, with further definition to be established through the design process.
The assignment provides a unique opportunity to contribute to the development of a high-impact digital cooperation programme and to shape future collaboration between Finnish and Nepali institutions. It offers exposure to a dynamic policy environment and creates opportunities for longer-term engagement, knowledge exchange, and institutional partnerships.
The contract for the assignment will be concluded between the selected service provider and HAUS. HAUS will manage contractual arrangements and payments in accordance with the agreed terms.
