GENERAL
THL has commenced the preparation of the procurement process for the maintenance and publication of the Finnish-Language Subset of the SNOMED CT Terminology.
As part of the preparation of the tendering process, the contracting authority is conducting a market dialogue.
Please note that this is a market consultation notice, not a request for tenders. This market consultation notice does not yet invite the submission of tenders. Participation in the market dialogue is entirely voluntary. Participation or non-participation in the market dialogue will not affect a supplier’s opportunities to take part in the procurement procedure to be conducted at a later stage. The market dialogue does not oblige anyone to participate in the actual tendering process, nor does it exclude anyone from it.
Details of the market dialogue are below.
The Finnish Institute for Health and Welfare (THL) is an independent state-owned expert and research institute that promotes the welfare, health and safety of the population.
PRELIMINARY SUBJECT OF THE PROCUREMENT
The subject of the procurement is a SNOMED CT terminology management tool and related services, which will be used for producing, maintaining, and distributing Finland’s national SNOMED CT extension, reference sets (refsets), translations, and national releases.
The objective is to procure a comprehensive solution that enables the following functional areas:
1) Terminology maintenance and authoring
- Creation of new national concepts when the SNOMED CT International Edition does not cover national requirements.
- Management of concept descriptions, synonyms, and relationships between concepts.
- Logical and technical validation in accordance with SNOMED CT rules.
2) Design and management of reference sets (refsets, subsets)
- Creation and maintenance of both extensional and intentional reference sets.
- Version control and metadata definition for reference sets.
3) Production and management of SNOMED CT translations
- Production of Finnish and Swedish terms using the translation tool.
- Quality assurance and approval workflows for translations, including optional computer-assisted translation.
4) Compilation and validation of national SNOMED CT release
- Assembling the national extension and all included components into a single release package.
- Validation of the release according to SNOMED CT rules.
- Production of publication and distribution packages in RF2 format.
5) Workflows, project management and collaboration
- Task assignment, role management, approval processes, and workflow coordination.
- Support for customized workflows (e.g., integration with Jira).
6) Search functions and terminology browsing
- Efficient search across both the SNOMED CT International Edition and the Finnish national extension.
7) Distribution, licensing, and reporting
- Distribution of the national release to various stakeholders.
- Management of licensing and access control requirements.
- Production of quality, translation, and validation reports.
8) Technical implementation and nonfunctional requirements
- The solution shall primarily be delivered as a SaaS service, with the service provider responsible for maintenance, versioning, and technical reliability.
- Browser-based user interface, APIs (API/FHIR/REST), high-level information security, usability, and scalability.
- Support for multiple languages (at minimum English, Finnish and Swedish).
- Integration capabilities with national code server infrastructures.
The procurement is for a ready-made software-based solution that can be implemented quickly. The contracting authority has the right to propose customization of the solution as described in the tender

MARKET DIALOGUE
The market dialogue sessions will be held via Microsoft Teams during weeks 18 and 19 (28 April – 8 May 2026). Each participant will be invited to an individual session with the contracting authority to ensure confidentiality. Details of the meeting, including the agenda and duration, will be sent to the participant via email.
As part of the market dialogue, the contracting authority will provide an opportunity to submit written comments on the preliminary tender materials. Separate information about this will be sent to those who have registered for the market dialogue.

Upon registration, participants will receive a scheduled meeting time and a Teams meeting link. The sessions will be conducted on a one-to-one basis between the contracting authority and each participant.
