Request for Information (RFI)
The purpose of this RFI is to inform the market about the upcoming tendering, to map out the market situation, to enable comments on the upcoming procurement and to obtain information on the procurement so that the actual tendering process can be carried out in the most purposeful way possible.
With this RFI, Helsinki Parish Union is not calling for tenders but only asking for comments on the tendering process. No response will be given to the comments made. Helsinki Parish Union is not obligated to take into account the responses received to this RFI when drafting the call for tender.
Responding to this RFI does not oblige the supplier to participate in the upcoming tendering process and is not a prerequisite for participating in it. Failure to respond to this RFI does not prevent participation in the upcoming tendering process, and responding to this RFI does not affect the tenderer's position in the actual tendering process.
The information collected through this request will remain completely confidential and will only be used for the development and planning of the procurement. Those who have responded to the RFI will not be compensated for responding to the RFI, and Helsinki Parish Union will not reimburse the costs of responding to the RFI.
Helsinki Parish Union reserves the right to continue the market dialogue, e.g. in the form of asking additional questions to those who have responded to this RFI.
Background information
Oven-specific flue gas cleaning systems with heat recovery equipment and an extension building will be built in the Honkanummi crematorium, which is co-managed by Helsinki Parish Union and Vantaa Parish Union. At the same time the crematorium will be converted to run on bio-oil. The crematorium has two oil-fired Tabo/Crematec brand ovens. Approximately 4,000 deceased are cremated at the crematorium every year, and cremation work is mainly carried out in two shifts.
The environmental permit for the Honkanummi crematorium will require the achievement of such climate emission values that require the installation of flue gas cleaning equipment in the crematorium. The equipment must meet the HELCOM emission values:

Questions to the RFI:
Flue gas cleaning equipment
1. What kind of flue gas cleaning equipment that meets HELCOM's values do you have to offer for an oil-fired crematorium?
2. What are the space requirements for your equipment (e.g. height, width, length, other possible space and installation requirements for the cleaning equipment of two ovens, taking into account their use and maintenance)? How do space requirements change if the cleaning equipment is placed in a row? Does this affect e.g. their maintenance?
3. What kind of technology does your cleaning equipment have, e.g. cyclonic, activated carbon or fibre filtration? What kind of actions does the equipment require during use and maintenance? What kind of waste is generated? What should be taken into account if the cleaning equipment is located in a different building than the furnaces? Will this affect e.g. horizontal flue gas ducts?
Information systems
4. What kind of information systems does your flue gas cleaning equipment use? What requirements does the equipment have for connecting it to the information systems of the crematorium ovens? Does the software include a support service? Is the software available in Finnish?
Heat recovery equipment and electricity generation systems
5. What kind of heat recovery or electricity generation systems (e.g. ORC equipment) do you have to offer? What are the requirements for the equipment related to its connection to the property's heating system, district heating network, cold storage cooling system or equipment used to produce electricity?
6. What is the spatial impact of adding heat recovery or power generation equipment (e.g. height, width, length, other possible space and installation requirements) in the case of two furnaces?

7. What is the delivery and implementation time for the flue gas cleaning and heat recovery or power generation system equipment?
8. What expertise do you currently have for the implementation of the project and can the necessary other expertise be acquired e.g. via subcontracting? What references do you have over the past five years regarding the design and implementation of equipment for oil-fired crematoria?
9. In your opinion, what risks and reservations does the construction project of flue gas cleaning equipment and heat recovery equipment to an old crematorium entail? What are the biggest risks of the project and how could they be reduced?
