Responding or not responding to this Pre-market consultation notice does not prevent participation in a possible future tender. This Pre-market consultation notice does not obligate the contracting authority to carry out an actual procurement procedure. All information presented in this Pre-market consultation notice is preliminary and indicative.
Laurea University of Applied Sciences operates in five locations in the Uusimaa region in Finland. Laurea offers both bachelor’s and master’s degree studies but also open university studies, specialisation education and continuing education. The fields of study are Business Management, Information technology, Service business, Social Services, Nursing, Health Care and Hospitality Management. Laurea has approximately 9,900-degree students and approximately 13,000 Open UAS students per year as well as about 670 employees.
PRELIMINARY SCOPE OF THE PROCUREMENT
The scope of the procurement is a Software as a Service (SaaS) online exam proctoring system for Laurea UAS. The system must integrate with Laurea's learning platform (Canvas) and provide video and audio-based proctoring recorded and stored by the system. The procurement does not include a personal live monitoring service by the supplier or the use of artificial intelligence to monitor/check and identify suspected fraud. The procurement includes the deployment of the software service and support and maintenance services separately for each higher education institution.
MARKET DIALOGUE
The contracting authority reserves the right to engage in market dialogue with the responding companies regarding the planned procurement and the tender documents. In addition, the contracting authority reserves the right to conduct the potential market dialogue either in the form of written comments on the draft tender documents or through one-on-one meetings (via Teams or in person). The possibility to comment on the draft tender documents is preliminary planned to be arranged once before the publication of the final Call for tenders, regardless of the format.
Any potential market dialogue will be conducted in English, and all related materials will be provided only in English. No compensation will be paid for participation in the market dialogue.
Hansel Oy will act in a consultative role in the procurement process.
REGISTRATION FOR THE MARKET DIALOGUE
Potential service providers interested in participating in the dialogue are kindly asked to register via email as soon as possible and at the latest by 6 February 2026. Send the name and contact details of the interested service provider to [email protected]. Use a reference "TD for an Online exam proctoring system" and the company name as the subject of the email. The service providers may register in Finnish or English.
