Kuvaus
HAUS Finnish Institute of Public Management Ltd implements this procurement on behalf of the Finnish Digital and Green Transition (FDGT) project. As part of the FDGT project, HAUS assigns Short-Term Experts (STEs) on secondments to support the digital development of public organizations in Africa, Asia and Latin America. Secondment is a means to support Digital and Green Transition in these regions by offering technical assistance based on Finnish good practices in digitalisation, while having a unique chance to forge partnerships with local stakeholders. The Finnish experts may represent the public sector, the private sector, civil society organizations, or may participate as individual professionals. FDGT is a development cooperation project funded by the Ministry of Foreign Affairs of Finland and implemented by HAUS.
This procurement concerns the engagement of one or two STEs to support the National Institute of Information and Communication Technologies, IP (INTIC, IP) in evaluating Mozambique’s National Cybersecurity Policy and Implementation Strategy (PENSC) 2021–2025 and drafting the new strategy for the next cycle. The assignment has an expected duration of six months and may be implemented by a single expert or divided between two experts, and will be carried out mainly on site in Mozambique. The work is expected to commence in January–February 2026 and aims to strengthen national capacity in cybersecurity policy and strategic planning.
The STE is required to produce the following deliverable in English:
1) Detailed methodology and plan
2) Report on the evaluation of the implementation of the National Cybersecurity Policy and Strategy, 2021-2025
3) Situational Diagnosis Report
4) Proposal for the National Cybersecurity Policy and Strategy 2026-2030 including Annex with Recommendations for implementation, monitoring and governance of the strategy
5) Final version of Mozambique's National Cybersecurity Policy and Strategy 2026-2030
6) A presentation of the key findings and achievements of the secondment to the host organization, HAUS, Ministry for Foreign Affairs of Finland and the Embassy of Finland.
7) A final report on the mission
The tenderer shall indicate the proposed daily remuneration rate in the Budget Form (Annex 2). Most secondment-related costs, including daily remuneration, per diem, flights, and accommodation, will be covered by HAUS. Further details are provided in the Terms of Reference (ToR).
