Kuvaus
The City of Riihimäki (hereinafter referred to as the 'Client' or the 'Contracting Authority') is requesting your offer for an Innovation Challenge event and post-event monitoring for the Defence Innovation Network Finland at the City of Riihimäki. The offer must be submitted in accordance with this offer request and its annexes.
The subject of the procurement is described in more detail in Annex 1 of this offer request.
The service to be procured falls under CPV code 79952000–2. The procurement is governed by Section 107 of the Finnish Public Procurement Act (Act No. 1397/2016), which applies to the procurement of social, health, and other specific services. According to Section 25 of the Act, the national threshold value for the services referred to in Annex E, sections 1–4, is EUR 400,000 excluding VAT.
The estimated value of this procurement is below the set national threshold, and the provisions of the Act are applied only where applicable. This is a small-scale (low-value) procurement.
The procurement will be carried out as a reverse competitive tendering process, known as a “French contract” in which the contracting authority has set a ceiling price for the procurement. The comparison of tenders is based solely on qualitative criteria, and price is not part of the evaluation. The ceiling price for the event is set at 60,000 euros. Any tenders exceeding this amount will be disqualified.
In this procurement, the basis for the most economically advantageous tender is quality, with a weighting of 100%. The qualitative evaluation criteria are divided into three subcategories with the following weightings:
Subcategory 1: Project and marketing plan – 20points
Subcategory 2: Competence and experience of the Tenderer’s team – 40points
Subcategory 3: Tenderer’s references in organizing hackathons – 40points
The duration of the Agreement period will be six (6) months (estimated).
The procurement procedure is an open procedure, and a contract will be awarded to one (1) supplier.
The Contracting Authority does not commit to any specific procurement volumes, and the contract does not grant the Service Provider an exclusive right to carry out the procurement.
The tender is binding and must be submitted in English.
