PROCUREMENT DESCPRITION
Statistics Finland is planning to acquire a Python package repository for an airgapped analysis environment.
Statistics Finland’s Research Services provide micro-level data based on of-ficial statistics as well as data outside of Statistics Finland to scientific re-searchers in need of register and survey data. These data require a license, and the data are analyzed in a secure, airgapped environment called Finnish Online Access (FIONA). Research Services are looking for a solution that takes care of the security requirements without burdening FIONA administrators with manual work in checking and installing the packages.
The product and service Statistics Finland are looking to acquire is a solution to FIONA’s Python package use case described above. The product and service must deliver the following features:
- The Python package repository can be mirrored to a secure airgapped environment (FIONA) owned by Statistics Finland
- There is a documented process for verifying the users who add or update packages to the repository
- Package additions and updates to the repository are logged
- Package additions and updates are screened against known vulnerabilities and exposures before they are approved
- Package additions and updates are scanned for threats and malware be-fore they are approved
- Users of FIONA can install packages themselves, and all package de-pendencies are solved during the installment
- The mirroring of the repository must be compatible with Windows and Linux operating systems
MARKET DIALOGUE
This prior information notice includes an invitation to a market dialogue. The purpose of the dialogue is to facilitate a general level discussion about the subject of the procurement and its scope, and to provide interested tenderers with an opportunity to demonstrate their services.
Please note that this document is not a Call for Tenders. All the information provided in this Prior Information Notice is preliminary and indicative prior information.
This Prior Information Notice does not bind the Contracting Authority to make any procurement. Participation in market dialogue does not in any way bind any party in a potential future Call for Tenders. Tenderers who do not participate in market dialogue are equally eligible to participate in any future tendering process.
The market dialogue initially consists of the following:
- Interested tenderers will have the opportunity to demonstrate their service/product in one-on-one Teams meetings, which will be held at the beginning of September.
-Interested tenderers will also have the opportunity to comment on draft tender materials before the possible publication of the Call for tenders.
The Market dialogue will be organized as one-on-one meetings, where interested tenderers will have the opportunity to initially demonstrate their service. The detailed agenda and further information for the meeting will be provided in a separate invitation sent later.
Statistics Finland reserves the right, due to resource constraints, to limit the number of participants invited to the dialogue.

Statistics Finland kindly requests that companies registering for the market dialogue submit the following information in writing via email to the procurement contact person:
1. Short description of the service
2. General terms and conditions for the service
