Kuvaus
The procurement process will proceed according to act on public procurement (1397/2016) and the procedure chosen for this tender is national level open procedure.
The University of Helsinki reserves the right to not to choose any of the submitted tenders. The University of Helsinki also reserves the right to call off the procurement procedure in any given time of the process.
The University of Helsinki has the right to decline the supplier for using a certain subcontractor given if there is an agreeable reason for doing so. Subcontractor work can however be used as a part of the provided service.
Other obligatory information
Processing and storage of the samples and the data must take place in the EU or in a country with an adequate level of data protection as stated by the European Commission.
Service provider has to report to us immediately about any delays, issues or changes during the project. If samples pass the QC criteria provided by the service provider but the library construction fails, these libraries will be prepared a maximum of two times without extra cost.
If samples and sequencing libraries pass the QC criteria provided by the service provider but the sequencing does not fulfill the agreed requirements, additional sequencing will be performed without extra cost.
If samples and sequencing libraries pass the QC criteria provided by the service provider but sequencing fails, new libraries and sequencing will be done once without extra cost.
Details of the data delivery process must be described, and minimum requirements include processing, storing and providing data using data secure servers. If not automatically provided, there should be a notification for the customer via email (provided in demand) when the results are sent.
The remaining samples need to be stored properly without extra cost for 6 months after the project has been completed and accepted and returned to us if requested. Data needs to be stored by the service provider 90 days from the delivery of the approved data to the customer, after which the service provider must destroy the data within 60 days and notify us immediately after deletion. No bioinformatics analyses by the service provider is needed.
After we have successfully received the data, the final invoice can be activated. After receiving the data, we reserve 60 days for complaints and for confirming that the project has been accepted and completed. The service provider will have 30 days to respond and/or resolve the problems or agree on compensations. If we have not presented complaints within 60 days, the project can be considered completed and accepted.
