Kuvaus
South-Eastern Finland University of Applied Sciences Oy (later Xamk) is inviting qualified consultants, research organizations, or companies to submit proposals for the project titled "Growth from Modern Air Traffic to Eastern Finland". The project aims to establish a partnership model for air traffic in Eastern Finland, enhance the region’s air traffic services, and improve the competitiveness of SMEs by developing accessible air traffic solutions.
Project is funded by Helsinki-Uusimaa Regional Council for the period of 1st January 2024 - 31st December 2026.
The work package described below must be ready by the end of December 2025.
TENDER NOTICE
Introduction:
This tender aims to identify various high-level options for providing cost-effective Air Traffic Services (ATS) for smaller airports and airfields in alignment with their current traffic development and future needs.
The goal is to develop a model that best addresses the needs of these airports, considering the integration of new aviation forms (such as manned and unmanned traffic) and utilising the latest technologies.
Project objective and the Scope of Work
Objective, the survey shall:
Develop a flexible and scalable Air Traffic Services (ATS) model tailored for low-traffic Finnish airports/airfields, with consideration to cost-efficiency, evolving traffic patterns, and regulatory developments.
(Low traffic = fewer than 500 flight operations per month on average.)
Tasks
1. Map current and emerging cost-effective ATS models suitable for low-traffic environments (e.g., AFIS, remote towers).
2. Analyse how near-future technological developments (e.g., drone integration and new manned aviation concepts) will change requirements for ATS services.
3. Conduct a legal and regulatory analysis relevant to ATS provisioning and aerodrome responsibilities and propose potential legislative and regulatory updates.
4. Benchmark at least three international cost-effective ATS models applicable to the Finnish context.
5. Engage Finnish aviation stakeholders through interviews or workshops to gather insights and validate findings in the local context.
6. Propose a modular ATS framework adaptable to different airport/airfield profiles, including cost estimates and implementation recommendations.
Submission Requirements:
Interested bidders must submit the following:
1. A detailed project proposal outlining the methodology, timeline, and deliverables.
2. A financial proposal detailing the cost breakdown of the services.
3. Relevant experience and qualifications of the team involved.
4. A proposed collaboration plan with Finnish experts.
5. Submission of reference letters for projects of a similar nature
