INVITATION TO TENDER
Bothnian Coastal Route Website Hosting, Maintenance and Compliance Services
Presentation of the project Bothnian Coastal Route:
The assigner of this tender is the Bothnian Coastal Route (from here “BCR” or “assigner”) project, including northern Finnish and Swedish destinations, aims to increase awareness of the coastal route around the Bothnian Bay and over the Kvarken strait as an attractive travel route for both foreign visitors and the local population.
Through the project, the Finnish and Swedish partners aim to increase the reasons for visiting the destinations along the route to discover their rich product range and create better conditions for sustainable growth.
The following destinations are active in the mentioned area: Vaasa, Pietarsaari, Kokkola, Kalajoki, Raahe, Oulu & Oulu region, Kemi, Tornio/Haparanda, Kalix, Luleå, Piteå, Skellefteå and Umeå.
The project's activities are divided into three work packages: 1. Inventory of the area, 2. Sustainable development and competence building 3. Marketing
Expected achievements of the project:
- BCR area is known as a destination recognized for its natural and cultural values and sustainable products.
- Greater visibility, created by communication and marketing around a sustainable destination
- Increased nr of tour operators, have visited the area in person hosted by the project have started a production
- An increase in round trip travel and no of guest nights from European and Nordic target markets
- Established networks where SMEs will learn from each other's best practices to promote sustainable development
- Increased no of companies that has started, or improved their work around sustainability
- Recuperation from negative effects of the C19-pandemic, stabilization, economic growth, and future sustainable development

The content of the tender
1. Background
Through the project, the Finnish and Swedish partners aim to increase the reasons for visiting the destinations along the route, to discover their product range and to create better conditions for sustainable growth. The purpose of your website is to gather destinations touristic offer on the web, bothniancoastalroute.com. The web presents tours, allows filtering products and creating own tours.
Target groups are Tour operators and Destination management companies.
The following destinations are active in the mentioned area: Vaasa, Pietarsaari, Kokkola, Kalajoki, Raahe, Oulu & Oulu region, Kemi, Tornio/Haparanda, Kalix, Luleå, Piteå, Skellefteå and Umeå.
The web is built on WordPress, and presents Google Maps and translations to four languages through GooglePress. The Finnish product cards are integrated from the Finnish national database, DataHub and this database is owned by Visit Finland. Since the web is only marketed towards travel trade, it has a limited quantity of traffic, ca. 800-900 pro month.
2. Scope of Work
The selected vendor will be responsible for delivering the following services:
Website Hosting:
o Reliable and secure hosting environment with a
guaranteed uptime of 99.9%.
o Scalable resources to accommodate website
growth and traffic fluctuations.
o Regular monitoring and prompt resolution of
any hosting-related issues.
Ongoing Support and Maintenance:
The maintenance is asked for the of the current website
o Provision of 2 hours of dedicated support per
month for tasks such as content updates,
troubleshooting, and minor modifications.
o Regular backups with a specified retention
period to ensure data integrity and quick
recovery when necessary.
o Timely updates of all website plugins and core
components to maintain security and
functionality.
o Is able to guarantee that support answers and
resolution timeframe when solving issues is
done within 3 business days
o Is familiar with the new new accessibility
requirements for websites (WCAG 2.1)
Cookie Compliance:
o Provision and integration of a valid Cookiebot
license to manage cookie consent in
compliance with GDPR and other relevant
regulations.
o Regular updates and maintenance of the
Cookiebot implementation to ensure ongoing
compliance as regulations evolve.
3. Deliverables
• Fully managed hosting solution with specified
uptime guarantees.
• Monthly support and maintenance reports
detailing activities performed, including
backups, updates, and support hours

• Active Cookiebot integration with regular
compliance reports.
4. Proposal Requirements
Interested vendors should include the following in their proposals:
Company Information:
o Overview of the company, including years in
business and experience with similar projects.
o Details of the team members who will be
assigned to this project.
Service Approach:
o Detailed description of the hosting
environment and technologies employed.
o Outline of the support and maintenance
process, including response times and issue
resolution procedures.
o Explanation of how Cookiebot will be
implemented and maintained to ensure
compliance.
Pricing:
o Comprehensive breakdown of costs associated
with each service component: hosting,
support/maintenance, and Cookiebot licensing.
o Any additional fees that may be incurred
beyond the monthly support hours.
o The entire service has to be invoiced by the end
of the project. The invoice is to be sent to
partner Visit Umeå
References:
o Examples of similar projects completed,
preferably for clients in Finland or Sweden or
the EU.
o Has references about Wordpress
o Has knowledge about the Visit Finlands
DataHub and about the integration of that.
o Contact information for at least three
references.
5. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
• Experience and Expertise: Demonstrated ability
to deliver the services outlined in the Scope of
Work (Workplan)
• Quality of Proposal: Clarity, organization, and
thoroughness of the proposal.pactworld.org
• Cost: Competitiveness and transparency of
pricing.
• References: Feedback from previous clients
regarding the vendor's performance and
reliability.
• Deadline for Submission: May 15, 2024

Validity of the searched service: 1.9.2025 – 31.12.2028
Criteria
70 quality (references 35 points and workplan 35 points)
30 price
The BCR team will evaluate all offers that are sent to them in the given deadline.
We will use the 70 / 30 points evaluating system where quality of references and workplan is given max. 70 points and price is
given max. 30 points.

The provider must have a proven experience as what is asked already in this tender.
Invoicing information:
This tender is made by BusinessOulu, one of the partners of the Bothnian Coastal Route project, on behalf of the whole partnership.
It has been formally has agreed upon that the costs should be invoiced by the chosen from partner Visit Umeå AB,
lnvoicing details will be agreed upon with the chosen provider, and detailed invoicing information will be delivered.
If none of the tenders received correspond to the invitation to tender as required by the assigner, or the circumstances during the tendering process become such that the assigner cannot take advantage of the results of the tender, the assigner may suspend the procurement process altogether.
