Ministry for Foreign Affairs of Finland (MFA) is preparing the procurement of Technical Assistance Service for the Implementation of upper secondary school reform programme “Learning2gether2” in Ukraine. Ukraine has requested Finland’s support to education sector due to the high quality of the Finnish educational system and the value added Finland could contribute to the New Ukrainian School reform. Learning2gether2 will be based on agreement between the Government of Ukraine and the Government of Finland and will be implemented as a bilateral cooperation programme.
The "Learning2gether2" programme continues Finland’s support to implementation of the New Ukrainian School (NUS) reform, focusing on the Academic Stream in the Upper Secondary School (USS) with a budget of maximum EUR 20 million over four years. The programme has been planned and will be implemented in cooperation with the Ministry of Education and Science of Ukraine.
The "Learning2gether2" programme supports the establishment of a high-quality profiled Academic Stream of the NUS Upper Secondary Education for grades 10-12 in Ukraine. The programme will provide teachers and principals with skills and knowledge to design and implement relevant, academically high-quality, competency-based education in line with the NUS principles. The schools will be supported in the development of educational programmes in accordance with the profiles they have chosen. The programme will also support the educational authorities both at regional and national level to plan and manage the reform in a transparent and coordinated manner. In addition, taking into consideration the effects and consequences of the Russian aggression against Ukraine, the programme will design and implement welfare programmes to support teachers, administrators and students with a trauma-informed approach to organising and implementing the education process. Gender equality and disability inclusion will be mainstreamed to the programme implementation.
The estimated value of the Technical assistance budget is 7,197,688 euros (including reimbursable costs, VAT excluded). Other funds to be channeled through the international service provider according to the Project Document are operational costs of 12,094,296 euros and contingency of 708,016 euros. The total amount of channeled funds is therefore 20,000,000 euros.
MFA aims to publish the call for tenders by the end of April 2025.
